How a SILC Home is Established

Every SILC home is established as a family-governed cooperative, with families actively involved in shaping support from the outset.

The house establishment process is a structured, collaborative journey where families work with SILC to design the home and support model. A dedicated House Manager is engaged as the home becomes operational.

The sections below outline each phase of the SILC House Establishment Process, from initial enquiry to a fully operational home.

The House Establishment Process

Phase 1 & 2 – Intake and Financial Modelling

This stage focuses on education and feasibility. Families learn how the SILC cooperative model works, while SILC assesses support needs and develops a financial model to ensure the home is viable and sustainable.

Phase 3 – Securing Approvals

Once the financial model is complete, SILC seeks approval from the Board and Leadership Team, focusing on viability, risk, and support needs. Both approvals are required before proceeding and this section explains the role of the House Operator Agreement in the process.

Phase 4 & 5 – Formation and Operations

This phase establishes the legal and operational foundations. Families form the cooperative while SILC supports staffing, House Manager recruitment, and property planning. It also provides an opportunity to explore pathways and discuss next steps with SILC.

Phase 6 & 7 – Financial and Operational Establishment

This phase establishes financial governance and operational systems. Families set up required accounts, develop the SILC Service Agreement, and finalise how funds flow to the cooperative. SILC then implements operational processes, plans the transition into the home, and onboards all staff and the House Manager.

Phase 8 – House Establishment and Handover

The home becomes fully operational. Residents transition into the property, and SILC assumes full operational support. Ongoing governance, compliance, and support systems are in place to ensure the home operates sustainably and in line with SILC’s standards.
